Advice for publishing a children's book?

I wrote my first children's book and I am completely clueless as to what is the next step. How do I prepare the manuscript? What do I do for illustrations? Do I pay the illustrator out of pocket or do they get a portion of profits or rights? How does that all work? Where do I look for a publisher and what companies are well known children publishers?
