I just know what I read in the email - something about being started by a grant and now available to authors.  They publish for free it seems, at least in 200 bunches of authors, and sell the books as the way to get the cost of publishing.  However, it seems you need to pay to get a book listed anywhere except for sale on their site which is troubling.  That's about all I got out of the email.  As soon as I hit the "pay" word I moved on.
