Sections with abject poverty, lack of business taxes to support infrastructure, poor schools, gangs, etc.

Nowhere is safe today.  Nowhere in the world.  The only place I ever felt truly safe was in the 1970's in S. Korea - and then I was afraid that the very young soldiers on every corner with a rifle watching for the N. Koreans (who look the same as S. Koreans) might make a mistake with their guns.

The Koreans were very busy just eking out a living then.  The few crimes involved petty stealing or stealing from a wealthy person's home that was empty.  Never bodily harm crimes. 

I was also never alone for five years.  At home were the maid and the driver.  Going anywhere was the driver driving or waiting or walking with. 

I remember living in Madison, Florida where they said once people left their keys in the car and truck in case someone needed to use it and left their house open in case a friend dropped by to spend the night and didn't need to wake anyone.

Then they built Interstate 10.  That was end of that.

Hong Kong was like that in the late 1960's when we were there.  You could walk anywhere without worrying who you might run into.  The police were visibly present.  They did not carry weapona.  There were areas where poverty was extreme - new refugees coming in all the time and no place to put them.  Freqently in some of those areas, pre-school children would sleep during the day so that their parents and older brothers and sisters could use the few beds available at night - several families in one apartment.  At night, while the grown-ups slept, the children would play in the streets, watched over by the Susie Wongs and their "employers" and "clients."

A strange situation that apparently worked.  The crime levels were extremely low.
