I think they probably do already. On one of the linkedIn groups, a children's author and illustrator (you know, the one whose books have sold over a million copies) said that it is a no-no to send illustrations, not done by the author, with a book proposal -- implying that publishers have their own in-house illustrators or they outsource.

In a free market economy, if you are underbid, respond in kind or wither on the vine. There's always food stamps.

We don't. I watched my whole profession in another life get out-sourced. Fortunately it started when I was about to retire. If you want to make a difference, get vocal with politicians who encourage outsourcing by refusing to withhold incentives from companies that out-source our jobs. As just happened... http://www.washingtonpost.com/wp-dyn/content/article/2010/09/29/AR2010092906471.html
