School closings are already happening in the US Northeast, specifically in Maine.
When I was a kid, we didn’t have school buses - we walked to school. The one-room school houses had grades one to nine, after that it was high school where buses came into use. The education was thorough and most students were finished after grade school. High school meant that one was planning to advance to college, and that was rare since most people couldn’t afford to send their children to college. Snow was not a deterrent to attend school. When the snow was too deep to walk, we used a horse to pull an improvised sleigh, or we just rode on horseback. The three of us kids could sit well on the broad back of the plow horse.
Inconvenience should not be a deterrent, however safety with modern-day transpsortation is a reality.
