The girls did not know what to say and huddled together thinking .Everything   they thought of  seemed wrong.  

They  were afraid of the police and did not want to speak to them.
Maybe the police had assaulted them?

One never knew, the way things were now.

"God dammit, Sam, go easy with the threats," the chief said, "no one is going to be arrested. This girl will be taken to a safe house. People there know how to deal with girls that are victims of sex trafficking. The press are jerks. They write their stories to make money, and then move on to something else. We have to deal with it. So let us do that, okay?"

"Okay," Sam replied.

The chief then asked the girl to come with him. He tried to explain that she would be looked after, but the young girl looked terrified.

"It's okay, Suzy," Sam's wife said. "No one will harm you. You will be safe."

The girl trembled and said, "Will I see Natalie?"

The chief replied, "She's very ill and won't be leaving the hospital soon ... but when she does, you'll get a chance to see her."

The girl seemed reassured and allowed the police officers to escort her from the house to the police car.

In the police car was a dog.  Suzie immediately relaxed and looked happy at the sight of the dog.
It had been several days since she had played with her own dog and she enjoyed petting this friendly creature.

What the Chief said was reassuring to Sam.  He hoped that the Chief would do as he said and that Suzy would be looked after and given medical treatment.  The Chief’s comment about Natalie being very ill caused Sam concern.   He wanted to trust the Chief, but his gut wouldn’t allow it.  Trying to deflect Sam’s investigation by smearing the media didn’t sit well with him.  The Police were known to make arrests in an attempt to enhance their careers.  These days it was often a political move on their part.  Sam immediately went to his computer and did a search on how to contact Christiane Amanpour.  With that information, he began to compose an email that he hoped would get an immediate response.  He would first wait to see if the Chief did what he promised before taking further action.  He would follow-up and inquire about Suzy and Natalie even if irritated the Chief.  He was not about to be intimidated, His concern for the girls was real and now that Ann was involved, together they would follow events.

Sam and Ann sat at the kitchen table having a cup of coffee discussing the current events.  Sam looked out the window and saw a skunk dragging itself toward the shed.  Could it be the skunk he tripped over and later ran for its life when shot at by the creek?  As the skunk approached the shed, three small skunks appeared.   “Ann”, he said.  “Look at that.  Our skunk came back because she has a litter.”
“Wow!  Her motherly instincts must have caused her to return.  Perhaps they haven’t been fed and are still too small to fend for themselves.  They are so cute.  If they only didn’t stink I wouldn’t mind having them around as a pet.”
“Some people do have them as pets after their stink sac has been removed.  In the wild, spraying is their only defense and it is effective.  The smell a skunk lingers even after they are gone.  In my youth my brother and I did some trapping along the creek.  We primarily were interested in catching Muskrats since there was a bounty on their hides and we could make some extra money.  Occasionally we found a skunk in the trap.  Removing it was a big problem.  When we got home our mother knew we had been skunked.  She could smell us and wouldn’t let us in the house until she scrubbed us and had us remove our clothing that she promptly placed in a tub with strong soap.  Later we learned that if one picks up a skunk by the tail, it can’t spray.  It never worked for us.  We got sprayed before we could get close enough to grab the tail."
“So, who are the Skunks that we are after?  Is it the Police or the Traffickers?  They are both smelling as far as I am concerned.”
“You got that right.  What they didn’t consider is that they got sprayed and the smell is lingering.  We need to follow the smell.  It will lead us to the Skunk or Skunks.  Picking them up by the tail is the tricky part.”

A week later, Natalie had made a good recovery and was well enough to move to the safe house. Suzy had settled in and made friends with the other girls, but she was pleased to see her old friend. The two girls were still very afraid, and when the police visited the safe house to ask Natalie if she wished to press charges, she said no. Without her compliance, the police were off the case, but the FBI were still interested.

The girls liked the skunks and loved watching them from afar.  They knew better than to try to pick them up by their tails.
They knew if they tried anything risky like that , they would be smelling and it would be a very bad smell--more like a stink.
If the skunks came near them, they ran away fast.

When Sam called the Chief to inquire about Natalie and Suzy, he learned that they were in a Safe House and that as far as he was concerned, the case was closed.  His exact words were: “Mr. Sullivan, for your information, the girls were examined and placed in a safe house. As far as our department is concerned, we are off the case.”
“Thank you, Chief Murphy, for the update.  My wife and I are pleased to learn that the girls are safe.  Their safety was our primary concern.  You say that you are off the case.  Does that mean you are no longer pursuing the men who abducted the girls?”
“We turned the case over to the FBI.”
“Hmmm. I’m surprised to hear you say that.  It was my belief that the FBI were responsible for the wounds inflicted on Natalie based on her reaction when she saw the FBI Agent.  Are you washing your hands of this matter?”
“Mr. Sullivan.  I warned you to stay away from the FBI and I’ll say it again.  Stay out of it.”
“Chief Murphy.  You surely must realize that I can’t do that. I am already involved in it and will stay in it until I am assured that those involved have been dealt with.  I suspect that you know more than you are willing to tell me.  If you can provide me with more information that will satisfy my concerns, I may be willing to back off.  Unless I hear from you, please know that I am not off the case and will proceed with the next step.”
“Good Luck, Mr. Sullivan.”

When Chief Murphy got off the phone with Sam, he sat at his desk reviewing the case.  He was convinced that Sam wouldn’t drop the issue and believed that Sam would go to the press.  That would involve his department and expose any failure on his part to act.  “Should he brief Sam on what he knew”, he wondered. Should he tell Sam that Natalie had confessed to him that the FBI Agent did slug her during questioning and that when she ran the Agent pursued her, hitting her again causing her to fall at Sam’s house?  He didn’t like the tactics used by the FBI or any agency that used torture in any form to obtain information.  Sometimes it worked, however with these Eastern women, they were not so easily coerced.  “They were a tough bunch”, he thought, and yet they were led to believe the men who promised them good jobs and housing with the lure of earning big money.  “I suppose”, he thought, “that anything was better than their present circumstances. Should he tell Sam that the FBI was aware of the traffickers and had them under surveillance and that Arrests were soon to be made? Should he tell Sam that he was ordered to back off and stay out of their investigation?  Would Sam get himself involved in something that would be harmful to him? He suddenly felt compassion for Sam and the need to protect him. After all, Sam was doing what a concerned citizen would do.  He had immediately informed the Police and called for an ambulance.  As Chief Murphy contemplated the situation, he got a smile on his face.  Perhaps he should not discourage Sam.  The Press were not under the restrictions placed on his department.  He broadened his smile imagining the look on the face of the FBI Agent that had ordered him to back off.  “Yes, I’ll take the risk and provide Sam with more information.  It may violate department policy, but the need to protect those in his area of responsibility was his duty,” he thought.

On second thoughts, sharing information with a private citizen might get me into a whole load of trouble, thought the chief.

Away from what was happening at the police station, the two men who had allowed the girls to escape were in a great deal more trouble. Girls from Eastern Europe were lured to the United States on the pretence of coming to a job. In their own countries, they underwent interviews, were issued with passports, visas, and  signed papers to take up employment. Everything looked authentic and legal.

When the girls arrived in the country, they were met at the airport, and instead of being taken to their designated hotels, they were taken to a sorting house in a ghetto area of the city. From that moment on, they were owned by the trafficking cartel. They soon feared for their lives. The girls were sorted for various ways of making money through sexual exploitation: pornography film making, escort agencies and prostitution. None of them escaped. Not until now, that is.

The Chief knew it was a risk to provide information to Sam, but he felt compelled to satisfy Sam’s curiosity before things got out of hand.  He decided to invite Sam for a coffee away from his office and at a place where he was not known.  This would be a clandestine meeting.  He would get Sam to keep what he told him confidential and not to reveal his source. Sam would be made aware that the Chief would deny having talked to him.  He called Sam and told him where to meet him.  The Chief dressed in non-descript civilian clothes.   The Chief arrived early at the Café and selected a booth that would provide some privacy and where their conversation could not be overheard.

Sam was used to speaking quietly so today was easy.   He forcefully told the chief he had had it.
Either give the girls to him, to sleep in his house so he could check their condition every night or face 
being  reported as child molesters   and abusers.

The chief did not take kindly to threats. He realised this had been a bad idea. The FBI did not go easy on cops who talked. This would not be the first time he came up against an FBI agent if things went badly. The last time he dealt with the FBI, he almost lost his badge.

"Thanks for the threats, Sam," the chief said. "I needed to be brought to my senses! I must have been mad coming here. The girls are in a safe house. That's where they'll stay. Telling anyone about their whereabouts would put everyone in the house in jeopardy. I told you before, and I'll say it again. Stay out of this!" With that the chief stood up, and then walked out of the door into the clear night air.

Sam was so angered by this response that he felt like kicking the Chief in the rear, but decided instead to put a skunk in his pathway and it could spray him and thus everyone would know what he was--a great big skunk!  Sam thought it would be hilarious to see people holding their noses as they passed by.


Sam needed to catch a baby skunk , and not by the tail.

After the Chief left the Café he was still troubled.  Was he doing his job, protecting the people in his jurisdiction, or allowing himself to be intimidated?  Was he more concerned about his position or would he do his sworn duty?  No one is perfect, everyone makes mistakes, he thought.  The FBI was a good organization with well-trained Agents.  Even with all their training there were always some bad apples as with any organization.  Weeding them out was not easy as they tended to stick together - covering for one another.  That had it’s good and bad side.  Es prit de corps was important, however when it interfered with truth and justice, it could be a handicap.  He thought about the girls and how they were duped.  They thought that they were being offered a legitimate job not knowing that the Visas and Passports were phony.  They were victims, not criminals.  The human traffickers were the criminals, largely responsible for in the on-going migration of people into Europe.  They coerced many with false promises and had them pay for their transport. Those who couldn’t pay were indebted to the traffikers after their arrival in the designated country.  To pay the debt, many resorted to criminal activity that included burglary.  To be sure, some were criminals in their country of origin and looked upon this new venture as an escape.  As for the women, they too sought freedom.  The picture painted for a better life free from male domination or war was compelling.  The real criminals were the traffikers.  Getting the victims to identify the trafficker was difficult since many had confessed that their life was threatened if they talked.  Was that the reason the FBI Agent attacked Natalie in an attempt to gain information about the traffikers?  The Chief felt compassion for these girls who were being used as prostitutes to pay off their debts.  Some were even sold to other Pimps in the high money stakes.   So long as he could provide them with a safe place to live, it would buy the authorities time to find the Traffikers.  He knew that surveillance was in process and that Arrests would be made.  Would the girls feel free to talk once their handlers were arrested?  He hoped that would be the result.  As an afterthought, he vowed that he would give Sam the green light if the FBI didn’t use good judgement or molested the girls in any way.

"If we could get someone in undercover," the chief thought, "maybe we could break up the ring. My department is small. The only women we have are much older. Perhaps, I could check with the FBI agent to see what their plans are."

The phone was ringing when Sam entered his house.  He picked up the phone saying: “Hello Sam Sullivan here.”
“Here is Mrs. Smith.  You gave me your telephone number and said I should call you if I saw anything unusual at the Hoffman place.  I don’t know if it’s important, but it looks like something strange going on.  That Van was parked outside the house this morning and then some big cars arrived. Expensive lookin. There were girls being shoved into the house.  I say shoved because they didn’t look like they wanted to go in.  And then some girls came out of the house, different ones this time.  They were pushed into the Van.  Seems to me like they were struggling.  I don’t like what I saw.  What should I do?”
“I’ll be right there” said Sam.  “Continue to watch them.”  He grabbed a notepad and his digital camera.  He didn’t have an IPad and didn’t think he would need one, until now.  “Should he call the Chief and let him know what was happening”, he wondered?  No, the only thing I can tell him at this point is hearsay.  Better to see things firsthand  before alerting him.

When the chief got back to his office, he saw a pile of work in his inbox. He decided he would sort through it, in case anything related to the current case was in there. Being a small station, many things were on paper as opposed to the computer. As he shuffled through, a folder with a paper clip caught his eye. 

He opened it and saw it was an application for employment. The age read 25 but the woman looked like she was no more than 17 years old. Her background showed that she skipped a few grades and graduated college at 19 with honors. Soon after that, she went to the police academy where she graduated top of her class. She had been kept in secretarial positions. He suspected this was due to the "old boy" network and that was why she was applying to other police stations including his.  

He dialed the number listed. 

She answered within three rings. "Officer McBride."

"This is Chief Murphy. I just saw your application. How soon would you be able to come for an interview?"

"I just got off shift. I can be there within the hour. Will that work for you?"

"Yes, that should work out. You might want to come prepared to stay overnight. The weather up here is unpredictable of late."

"Copy that, Chief. In that case, it may take a little longer but I will get there as soon as I can."

"Thank you, Officer McBride. If I'm out of the office. Just say I'm expecting you and nothing more. I wouldn't want my staff to feel slighted, if you know what I mean. Perhaps come in civilian clothes."

"Copy that. Anything else I should know?"

"No, that should do it for now."

Despite the weather closing in with signs of another snow storm, Officer McBride arrived within the hour. As she stepped out of her car, a few light flakes of snow fell softly to the ground. She took the carryall out of the car; she sensed that she was going to need it.

Dressed in civilian clothing, Deputy Snyder was unaware that she was a police officer, but he did notice that she was a fine looking girl. "Can I help you?" he said.

"Chief Murphy is expecting me," she replied with an air of confidence. Deputy Snyder was mightily impressed, but before he had the chance to say another word, the chief appeared and beckoned the young women to enter his office.

Chief Murphy saw at a glance that this young oficer would be perfect for the assignment.

Chief Murphy closed the door behind them. "Thank you for your promptness. Have a seat."

Officer McBride pulled the carryall closer to the proffered seat and settled in. "You're welcome. Why all the secrecy?"

"Not exactly secrecy just don't wish to rile the staff. I wouldn't want them to think they aren't doing their jobs. What I have in mind requires a certain skill set. I see from your application that you are an intelligent woman. I now know that you can follow directions and are curious. What I need to ask is, are you willing to work undercover?"

"What did you have in mind?"

He brought her up to speed on what had been going on, at least as far as he knew. "I'm not sure what the FBI has in mind or if they even have someone else in there. I just know this is my district and I can't allow these types of things to go on."

"How do you propose I get inside?"

Sam called for Wolf and he came running.  He attached a lease to Wolf's collar and said, "You're coming with me.  That old lady may have another treat for you. „Wolf wagged his tail, straining on the lease ready to go.  He understood the word, “treat”.
As they approached the Hoffman house Sam spied the Van.  A well-dressed man was standing at the rear of the vehicle watching as they approached.  Sam continued walking toward the house of Mrs. Smith.  She was standing in the doorway and waved to him, motioning for him to enter.  As soon as they entered the house, she quickly closed the door and gave Wolf a doggie biscuit.  Wolf was delighted, wagging his tail in appreciation.  “Thank for the call, Mrs. Smith”.   Please call me Carrie”, she said. They both went to the window and got a good look at the activity around the Hoffman house.  Sam started taking pictures.  He noticed that the large cars had dark windows shielding the occupants.  As he watched, Carrie filled him in on what had occurred in the past hour.  Sam was able to use his camera for a close-up view and he recorded the plate numbers of the cars and the Van. They were strange- looking plates.  He couldn’t determine the identity of the plates; however, he noted the make and model of the cars.  It was time to call Chief Murphy and let him know what was happening.  Using Carrie’s phone, he placed the call.

The chief was his usual cantankerous self. "Sam, you have threatened me twice, refused to back off when asked, and put yourself at risk when specifically asked to stay out of this. Now you ring me and expect me to cooperate with you! Some cooperation from you would be much appreciated!"

"You told me to contact you if anything new came up," Sam retaliated.

"Well, thanks for the information. Unless you have anything else to say, I'm busy."

"That's it for now," Sam replied, feeling ruffled and unsatisfied with the chief's response.

The chief put down the phone and continued the interrupted conversation with Officer McBride. "This will be a tough assignment, and dangerous. We'll have little contact with you once you've been infiltrated into the sorting house. We don't want to blow your cover. We have an informer in the place, who'll make sure you're used as an escort, and not required for sex. The top girls in the sorting house are used as bait for foreign visitors. They're not expected to sleep with these guys, just wheedle out information that's useful to the organisation. Once we're sure that it's safe to make contact, we'll let you know. For now, there's a storm coming, so I've booked you in at a local hotel."

Sam felt like punching the chief in the  nose.  Fortunately, Sam had great impulse control and oten 
thought of doing things he did not do. For now he contented himself with blowing  his nose forcefully.

He really needed more. actions at his disposal.

Officer McBride went to grab her carryall. "Thank you. What name am I to use at the local hotel?"

"I put you in under Mary Billingham. Don't worry about showing any ID. I told them you were an out of town consultant and you'd be paying cash." He took some money from his wallet. "I think this should be enough. I noticed you took Russian in college. Do you still use it?"

"I have a friend who helps me out. I'm not sure if I'd pass a full-on conversation though."

"Somehow I doubt you are anything less than perfect in whatever you do," he thought. He picked up a piece of paper and went to the door.  "It'll have to do. Here are the directions to the hotel. I'll contact you later."
